Halliburton and BP knew the cementum motley used to seal the Macondo well , the one drill during the Deepwater Rig burst , was undependable but used it anyway , consort anew reportfrom the presidential commission investigating the disaster .
The report , issued today , found that Halliburton had bear three trial which showed that the cement did n’t meet industry standards . The solvent of at least one of these tests was given to BP on March 8 , over a calendar month before the explosion . The panel ’s alphabetic character reads :
Halliburton and BP both had results in March showing that a very similar froth slurry conception to the one in reality pump at the Macondo well would be fluid , but neither acted upon that data ; and Halliburton ( and perhaps BP ) should have considered redesigning the froth slurry before pump it at the Macondo well .

While Fred Bartlit Jr , the panel ’s tether detective , said that the cementum may not have been the main cause of the explosion , he says that if the cement had been up to standard it would have prevented the disaster .
The chairperson ’s mission obtain the cement recipe from Halliburton and give it over to Chevron for examination . It failed nine separate stability tests in conditions simulating those of the Macondo well .
BP had pegged the cement as a primary campaign of the cataclysm in an internal probe , though Halliburton testified that it had done all requisite testing and that BP ’s faulty well pattern was to blame . Still , Bartlit says , the unstable cement is only one crucial tie-in in a string of negligence that lead to the shock - out . [ Oil Spill CommissionviaNYT ]
